AMERICA - More on the Washington Navy Yard Shootings

I'm retired U.S. Navy (22yrs) and have worked (before my full retirement) for a DoD sub-contractor.  ONE problem is the DoD depending on the Contractor (who hires the sub-contractor) to do vetting for security clearances for the sub-contractor.  Of course the vetting is SUPPOSED to be the same as DoD would do, but is it?
