MARK SHIELDS, syndicated columnist:  Tom Foley, I heard him say time and again, you are the speaker of the House.  There were only two -- he was a great historian, scholar.  He said, there are only two offices that are defined in the Constitution, the president of the United States and the speaker of the House.

And he said, you're not speaker of a party.
