The San Diego Unified Port District gave final approval Tuesday to the long-awaited $28 million first phase of the North Embarcadero Visionary Plan that promises to beautify San Diego’s western waterfront.

However, the cheering was muted because at least one appeal is expected to the California Coastal Commission and state budget woes could wipe away the funds set aside for the project.

“Now is the time — time is of the essence,” said Lee Burdick, who voted along with five other commissioners to approve a coastal development permit.

The first phase, which takes in Broadway west of Pacific Highway and Harbor Drive between the Navy and B Street piers, envisions widening the waterfront esplanade from 35 feet to 105 feet. It also would add extensive landscaping, pavilions for eating and buying tickets, a public restroom and a 2-acre park in front of the planned Lane Field hotel development.
