MILITARY - Pentagon's Plan on Sexual Assault

Being retired U.S. Navy, IMHO the Pentagon's plan sounds good, "the new measures include creating a legal advocacy program in each military service and ensuring that military prosecutors handle all pretrial investigative hearings."  BUT what happens BEFORE pretrial?  You have to go through the Chain of Command to get to a pretrial stage.
