SUMMARY:  Israeli Prime Minister Benjamin Netanyahu railed against a possible nuclear agreement with Iran in a speech to Congress, urging the U.S. to ditch the current outlines for a deal and toughen sanctions.  President Obama did not attend, instead offering a rebuttal from the White House.  More than 50 Democratic lawmakers boycotted the event, saying it was politically motivated.
