The plan is outstanding, but....
I am pessimistic that this will work because it is not in a politician's interest to do so. Politicians, by their nature, are MOST interested in keeping power and these "ways" just give up their power.
None of the proposed "ways" can to fruition UNLESS the American voter actually forces the issue at to polls.
